In most cases, it barely was enough to make up for the loss of business due to covid and lockdowns etc. Sure, some have exploited it but I know people who recieved it and they were lucky to survive. It should have been paid to the workers. Business owners only received the benefit if they were also on the payroll, or if they were self-employed. Exactly, and there is nothing suggest that the funds they received didn't get distributed among their staff.
