Why does my Outlook new email page have the ability to format text greyed out? And yes, it is set to HTML. Does anybody have a cure for this frustration?

It will do that in the subject or address fields, cursor isn't stuck is it?
tried the basics? restarting the PC using a proper RESTART, not a shutdown or log off or closed lid...
