Given that we now know that the human brain isn't complete until the mid twenties, which particularly affects consequences, decision making, planning & impulse control, you might think that this would be acknowledged, given consideration & acted upon.
NOT in Northern Terroritory, Australia; they clearly prefer to ignore all of that in order to continue developing life long criminals - mostly Aboriginal. There have been protests which have been ignored.
