China is a totalitarian regime which is very different to the US's democracy (rapidly being a fascist regime) so I'm not sure where your argument's coming from apart from reinforcing the state of decline of US society as the Guardian article shines a light to.

Masking up is a clear signal that someone doesn't want to be identified, the reasons for that though are something worth pondering.
As is the lack of documentation presented in these take downs.
It must be very scary living in the US at the moment, no matter who you are.

They're effectively heavily disguised; sooner or later its going to occur to people with bad intentions that pretending to be ICE agents might just be very useful.
