only thing I can think of is maybe it is for case lighting or a seperate speed controller unit on the PC... does it light up when on and/or do you have any kind of a led light or speed control on it?
you might have to trace that wire and see where it goes, you'll need to be able to detach it when you replace anyway - it's the silver/clear plastic wire ribbon going up towards the switch area? https://www.reddit.com/r/coolermaster/co...n_fan_led/ seems to describe but would make sense if the silver/clear cable was the one with the mobo fan connector and the black/red was heading elsewhere, being power for an LED This world would be a perfect place if it wasn't for the people.
