Fairly obviously, the detective in charge now believes the motivation for taking off with the kids is because he no longer has custody.

in order to be old & wise, you must first be young & stupid. (I'm still working on that.)

The only question I have about this business is 'why is it taking so long?'
But then, I have been a woman for a long time.

On the face of it:
He's a resourceful and well versed man in matters of living in the wild.
He wants his children to be the same and understand how he sees the world.
He doesn't want them to be overprotected and coddled by the modern day world.
It's not the least charm of a theory that it is refutable. The hundred-times-refuted theory of "free will" owes its persistence to this charm alone; some one is always appearing who feels himself strong enough to refute it - Friedrich Nietzsche

That's likely true to a degree.
But I strongly suspect that his motivation is also to some extent, vindictiveness towards his former partner which may be overshadowing the welfare of the children with regard to their education, health & relationships with their other family members.

He thinks he owns those children. He probably thought he owned their mother.
People are not possessions.
