Could help to reverse the public's sense of powelessness..
This govt is very obviously preparing the ground for more privatising. Selling off 900 state houses & outsourcing surgery to private hospitals has drawn criticism. Which they're ignoring.

Indeed - our generation is old enough to recall the days when keeping warm in winter didn't come down to whether or not we could afford the exorbitant price, so they'd be the perfect starting point...
