Um, yes. So dark skinned people do better with radiation.
Well, of course, the sun is a giant radiation source.

I'm not sure I'd want to eat the stuff growing in reactors though.

Dark skinned evolved that adaptation to better survive in the equatorial regions. It becomes a problem though when they reside at higher latitudes as they are less able to process the reduced sunlight into vitamin D with reduced immunity to infectious diseases as a result.
