Ah yes, it makes so much sense; first remove jobs so as to create more poverty, then raise rents to enrich the already wealthy, then, when those pesky poor people dare to pitch tents & shelters because they can no longer afford to rent - then make being homeless a crime.
Sheer genius. All homeless will be in prison forced to work for virtually nothing; their children will no doubt be placed in orphanages or the present day equivalent - possibly abusive 'care homes'; a money making opportubnity for the already wealthy or the want to be wealthy.
