Whatever happens, the PM will cop the blame, because she's the PM. While it isn't a good situation, I think she's right to not communicate with the 'protesters'.
I don't think that would also be the right thing in other protests but this particular one has within it some who are definitely loony tunes to say the least; these are not reasonable people & therefore cannot be reasoned with. There's absolutely no point in any PM under these circumstances making themselves a target.
And as to why she was so visible in CHCH - I suspect that would be due to it having been the right thing to do at the time.
