The road to hell is paved with good intentions as the saying goes. Blame the fourth Labour Government for bringing in "The Children, Young Persons and their Families Act 1989". One generation later and now we benefit from the unintended negative consequences of that Government's naivety. An addition to this was a sinecure for some judges (plus staff) with the establishment of the Office Of The Children's Commissioner the same year.

What has the national party done about this, since it's so bad...it was in power for 18 of the years between 1989 and now...
