If licence renewal was regular and based on education and testing, then there would be an opportunity to retrain idiot drivers. I have never understood why a drivers licence was issued for life without the opportunity to test, until we achieved grand old age. Most old age drivers are far more aware and cautious than middle aged drivers..
After all, they have less but more precious to loose!
