Deja Vu - Nats 'get tough on gangs'. Again.

How tough is Aussie on gangs I wonder? I believe they have a real bad gang problem over there, especially in Melbourne according to my friend that lives there.
If it turns out they are making tough measures, it doesnt appear to be working.

Just had a look' they were having a crackdown last year but it doesn't seem to have made much difference.
