Both sides are governed by Old Testament type values, ie eye for an eye tooth for a tooth.
If on the other hand they adhered to New Testament values of turning the other cheek, there could be a chance for peace, alas that will never be.
I like your suggestion of putting the older women in charge Lilith7, lets just hope they have no Margaret Thatcher or Golda Meir types among them.

It's not the least charm of a theory that it is refutable. The hundred-times-refuted theory of "free will" owes its persistence to this charm alone; some one is always appearing who feels himself strong enough to refute it - Friedrich Nietzsche
