I'd be leaving out Thunderbird ( don't need it if you have office 365) and not ublock either.
I'd go back to a fresh install, install Office, and thats all.
Check all reginal settings, as the keyboard on its own is sometimes not enough.
"IF" its still plays up then it has to be something the operator is doing. I've installed hundreds if not thousands of windows installs and only time the keys differ like described is either reginal /KB settings wrong OR a faulty keyboard, which I doubt if two different computers are doing the same thing.

Upgrades = Old bugs replaced with new Bugs.
