The retail sector is pretty much dead in the water at present. When the customers slow down businesses increase advertising in an attempt to stimulate activity at the tills but when that fails to work spending money on advertising becomes regarded as a case of throwing good money after bad and that seems to be the point that NZ has reached now judging from this statement.
