How does that work?

It's real simple CT, it's called a negotiated settlement. It's now their money not the Crowns, not New Zealand's.  Theirs to do whatever their elected/chosen leaders deem fit, as long as they stick within the law.  What they do with their money is nothing to do with anyone else.
