but how can there be such a wide range given they are all the same chip? some variance is expected but the flat distribution makes it pretty hit or miss as to whether you get a good one or a crap one.

Compare that one with the distribution of an i7 7700k

I'm thinking it must be something to do with the new efficiency cores they have in some of the CPUs
