NZpost missing parcels

Now its happened to me with a buyer, asks me for tracking number as nothing has been delivered, yet shows as delivered.
Is it time to use signature only?
Dont see much point for low value items, in some cases it appears NZpost has been delivering the parcel to the wrong address from what I can gather.
Either that, or someone is stealing parcels.
We require a signature to be obtained for all items we send through NZ Couriers (except for RD addresses) as the couriers ignore the NZ Couriers T&Cs which include proof of delivery. Despite having a hi viz pink "Please Obtain Signature" sticker we still receive tracking data that includes "signed for by 'front door' or 'letterbox' often with photographic proof of the item which clearly shows the pink sticker. 

What really pisses me off though is when the 'signed by' contains the recipient's name (copied off of the address label). This is out and out fraud, and the real kicker is that in NZ Couriers' case at least when a 'lost' item is claimed for payment is only the trade value and does not include the delivery cost. In other words we get to pay NZ Couriers for losing the item.

If customers quibble about having to sign for an item which can involve collecting it from their nearest courier depot then they have the choice of setting up an 'Authority to Leave" for future deliveries. At least that transfers any risk of loss onto them so no refund due.
