An added complication not mentioned in that report is that the East Malaysian states, Sabah and Sarawak, are poorly treated in comparison to those of Peninsula Malaysia. Based on what I saw when I worked in Sabah back in the early 1980s the Malaysian government is all too willing to extract income from these states' timber, oil and (now) palm oil industries but the income flow tends to be very much one way.
