I don't know either, but I suspect it might be because when they set up their political system it simply didn't enter aynone's head that someday, there might be a convicted criminal seeking election as President. And really, up till now it did seem highly unlikely.
But I'm not sure that's conservatism, more common sense - although it should depend on the crime, anything serious becomes an immediate hell no.
Because Uruguay's former president Jose Mujica had committed crimes when he was a young radical & was imprisoned for several years, but went on to become one of the most widely admired Presidents.
in order to be old & wise, you must first be young & stupid. (I'm still working on that.)
