I don't really think Russia had much of a democracy post soviet breakup, but it sure was a ton better before Putin undone everything that had been achieved prior.
Ukraine is kind of in that same situation as post Soviet russia where they are a fledgling democracy but still rife with corruption.
Unfortunately, that's probably the main reason Putin attacked Ukraine to begin with, as he doesn't want a democratic country with close ties to the United States on his back doorstep.
