If that was the case, then the quality of lunches delivered was a local issue, not a government one, surely?
In my experience, schools that want better facilities, or to develop special projects or programmes often rely on their local communities. And see their ambitions realised if they can garner the support for them. Boards of trustees have an enormous role in such endeavours, bigger than a bunch of politicians in far distant Wellington.
