Definitely a scam, there are a few of these doing the rounds, where a site is enabling notifications that keep popping up on the computer with this. Some pages will add these notifications when prompting the user and it adds it to your browser notifications and it continually pops up, real pain to get rid of because they appear over half the screen lol
I had to resize the chrome window and shift it to the left and then disable notifications and remove the offending site from the allow list.
If you do happen to use norton or mcafee, i recommend removing them too, the free windows antivirus does a better job
