So an update on my last post, they just called me again to say outlook was missing and low and behold, its switched back to home and student.
I took another look, and it turns out than an exchange account thats added to outlook also has a microsoft account associated to it with a home and student licence.
Ive seen similar things happen where it will jump ships to another 365 licence associated with an exchange account.
I ended up running a script that is supposed to clear out all the licences from the registry and then signed back in, I also removed the microsoft account from credential manager, but im concerned it will revert again, given that the licence still is showing in office, even after a full uninstall and reinstall.
So strange, given its been OK for the past 2 years.
The computer is using a local account, and no microsoft account is saved anywhere, other than an email account in outlook.
