For me, I always get suspicious when people start using terms like "colourful" to describe someone

In this case "nasty piece of work" is more apt.   Jones was a deeply unpleasant person.   I have heard many stories of his truly horrible machinations (sometimes described sycophantically as "pranks") inflicted on lawyers and legal staff for no reason other than to humiliate them and waste their time.   His sporadic charitable donations do  nothing to balance out his sadism.
