I am watching the refurbing of the flat in the block uphill from me to give me an idea of how they will redo this unit. It isn't a gut and replace job like the burnt out unit but a strip and paint, recarpet, and new vinyls, and new kitchen and bathroom fittings type fit out. Quicker, but still costly. But these units haven't been updated since the 80s at best, and earlier for some, so they need it.
I won't like losing my beautiful polished floorboards though, for cheap carpet and even cheaper underlay - but maybe a new kitchen is worth that sacrifice!
And the best bit of course, is I don't pay for it.
