This all depends on if you originally signed in with only a local account or a Microsoft account 1st. If its a fresh install, unless you actually bypassed the MS account it tries to insist you have then you will have a MS Account.
Normally you just go into the Account, Your Info, select Sign into Local Account - You'll get warnings etc, then once in the local account just leave the password empty. Other way once in Local Account make a password, then reboot, sign in, the select change password - Leave it blank.
To change the Pin you must 1st have a Password installed.
