Govt borrowing to 'keep lights on'

The Chinese own the light switch in Wellington so borrowing overseas might be in order. Maybe borrow from HSBC.

Following this purchase, Wellington Electricity has re-established its corporate office and operates its business systems for the independent operation and control of the network"
