That will sure bypass the Windows install, BUT it may not be windows, Dell software may also be playing up, that may need updating.
On the kubuntu install I have on a laptop, if the battery is flat, when charging it says 5 minutes for a full charge -- Yeah right


If it s charging OK in Linux, and it is Windows, you can always uninstall the Windows battery driver, on rebooting it will auto install.
