Quick way to check without having to do anything to your Windows installation

That  will sure bypass the Windows install, BUT it may not be windows, Dell software may also be playing up, that may need updating.

On the kubuntu install I have on a laptop, if the battery is flat, when charging it says 5 minutes for a full charge -- Yeah right Wink Smile

If it s charging OK in Linux, and it is Windows, you can always uninstall the Windows battery driver, on rebooting it will auto install.
