In many European cities renting is a perfectly respectable long term form of accommodation, tenants's rights are respected and landlords have security of income. My experience in a big apartment building in Berlin which was part owner-occupied and part tenanted was that all of the residents took responsibility for upkeep, communal activities such as recycling. The pre-war building was in fine shape.
