I'd like to modify this to say either the 1st or 2nd step should be to try a Different Browser.
All Windows computers come pre installed with Edge and Internet Explorer. Because this kind of problem, (having trouble getting to a site), is very common it's eminently sensible to have two or more Browsers on your device in order to use a process of elimination.
You can have multiple Browsers on any device be it a computer, phone, tablet etc etc.
