Not sure i would call it racism given the context, supposedly uplifting for maori and part of their sports policy - moreso a bit of exuberance perhaps

Said as a throw away comment in jest can be validly explained away as exuberance (similar to how the joke about NZrs leaving for Aussie raising IQs at both ends is harmless).  However, once it is included in the formal text on their website, as part of an explanation of official policy, it crosses way over the line into actual racism.

If you ever listen to Waititi speak, it very quickly becomes obvious that he thinks Maori are superior/more important than other ethnicities/races.  He is a textbook racist. And you can argue that his own racism was triggered by racism towards Maori, and that may well be true, but that doesn't make his racism OK.
