Yes, I did clear the BIOS jumper and removed the CMOS battery for a while. As I said I have a perfectly good Z77 and I will use that with Win 10 as a Media Centre. I might try and get Win 11 on it but only being a Media Centre it won't matter what operating system.

Has the MB got a Speaker, if so, Remove the ram, turn on and listen for beep codes, If no Beeping, then MB error

No, no speaker. I'll have to see if I can get one as a test monitor. I have now replaced the MB, rebuilt the system and now is all good.

With the optical drive repeatedly making a noise, it suggests the motherboard is in a reset loop trying to autodetect settings like ram frequency and failing every time.
If removing the bios battery and using the clear jumper for a minute or so doesn't fix it, you have a CPU, motherboard or memory issue, or maybe a really bad power supply.
