Seems highly unlikely under this current govt now, despite Casey Costello's claims. The previous govt, for all their faults did at least manage the smokefree policy somewhat better.

Absolutely. NZ is too small and well connected for politicians to get away with lying to their voters. Disrespecting voters' intelligence is a very shortsighted approach.
