The other thing about this business that I cannot get past, is the boy's age. He's 22. Medical science has proved the male brain is not fully developed until the mid twenties at the earliest, the last part to reach maturity being where decisions get made in rational ways, where consequences can be forecast. But then, the US is so anti science these days.

Definitely agree - if we're to act on what's been learned about the human brain then that would mean some fairly massive changes to society.
 No one with an incomplete,immature brain should be permited to drive, surely.
 And surely those whose brains can't yet cope with risk taking & consequences due to that part of their brain being not yet fully developed, should be dissuaded from things like marrying, or  having kids.

And fairly obviously no one whose brain is still immature should ever be able to enter the police force,or the army or any of the armed services. And nor should they have any acess whatsoever to weapons of any kind. 
Nor should they vote...


And all of that would mean huge changes for society; so its extremely likely we're just going to sweep that brain development stuff under the carpet.
