Tragic, he looks really damaged intellectually. The tattooist should have their licence suspended for carrying out that kind of mutilation on someone who is clearly not the full quid.

Yeah, they are actually a thing now, but you can still give yourself away up close with them if your not careful.

Yep, you have to wonder what his life must have been like, that he'd choose to look like that.

I would suggest there's a good chance those tattoos were applied by fellow inmates in a prison (and/or gang) situation. Or at least the first version that the current incarnation is now covering.

No 'licenced' tattooist would take pride in a mess like that.

I suspect you're probably right - its unlikely any real tattooist would do that. Apart from anything else, work like that would damage the tattooist's reputation.
