The term 'loose cannon' comes to mind. Not enough experience in public office to appreciate the potential consequences of his actions when he shifts his mouth into gear.

Wasn't he a DHB chairman, and mayor of the far north? Perhaps he finds learning difficult, or maybe he's just a fool.
