Children to be jailed in Northern Territory

Unbelievable, that any civilised state could do such a thing. Kids as young as 10 could be sent to prison fgs. We know now that the human brain isn't complete until the mid 20's, specifically the areas which cover risk taking & possible consequences, absolutely disgraceful they want to do this to any child.
