Modern vehicles' increasing fuel efficiency has resulted in the RUC as part of petrol price now not being sufficient to fund road maintenance so like most Western countries our government is planning to change this taxation model for one that works. Essentially the RUC system is no longer fit for purpose so a ground-up rebuild is inevitable.

By mileage...or kilometerage - but the odo on my motorcycle has stopped working, which is not a problem at the moment. Maybe I'll just make up numbers...keep a record so I don't go backwards.

It's unclear whether motorcycles will be paying RUCs and at what (reduced?) rate but in any case the eRUC that is being hinted at is likely to be remotely monitored rather than relying on vehicle odometers so you probably won't escape them that easily.
