All depends on the rest of the Computer Specs.
What Graphic Card do you Have ?
Edited: (again) Look at the picture it says in the Monitor manual what Graphics support HDR.
Can also be software, codecs may not be installed or enabled
Have a read of the Specs https://support.microsoft.com/en-gb/wind...3fc606b80f
Then you'll need to find out whats missing.
You can also search Google for HDR not supported in Windows 11. You'll get plenty of options, YOU need to work though and see whats missing on your computer.
The article may or may not help as well. theres no 1 single cause, you need to work though to find out whats yours

While this is TV it will still apply https://eu.community.samsung.com/t5/tv/h...-p/1690146
