well what they say makes an awful lot of sense - when you shift a mass from the top and bottom to the outer edges by the equator you are adding extra mass and/or weight which must act like a bit of a handbrake. It would require extra energy from within the planet to keep pushing it around at the same speed, which of course the Earth can't do...
