Mutually assured destruction is the key when it comes to nukes.
However even if a nuclear power gets attacked, i doubt they would retaliate with nukes, its pretty much a last resort, look at all the threats Putin has made and Ukraine have occupied their territory and no nukes to be seen.
Even a crazy dictator like Putin knows its the end of their nation if he plays the nuke card.
I dont really have any issue if Ukraine were to produce a nuke as a deterrent, might be enough reason for the west to take the situation more seriously and take more action rather than drip feeding them weapons, whether or not its enough of a deterrent to scare Putin out of Ukraine remains to be seen.
