That would make sense, as long as it can be ring fenced somehow to prevent future meddling politicians making 'improvements' to it, which might mean making it all far worse for those who rely on it.

That is exactly what I think. I wonder how complex it would be to have means testing from, say, ages 60 - 75 then after 75 available to all.
Better than what's there now. As long as politicians can be legally prevented from 'improving' it by moving the age for it being available to all slowly but steadily to a later & later age.
in order to be old & wise, you must first be young & stupid. (I'm still working on that.)
