Norway has one of the world's lowest recidivism rates, only 20% of formerly incarcerated committ another crime within two years of release. And there are fewer people going to prison.
Prior to the reforms in the 19190's their recidivist rate was in the 60% to 70%, they're clearly doing somthing right...

Wouldn't work here - it requires intelligence on the part of policymakers and the spending of money - and what would lazy politicians do if they couldn't whip up unease and hate in the unthinking fools who support them?
