They could do worse than to look at what other countries are doing. While no system is perfect, some countries are managing to do better than others.

Norway has one of the world's lowest recidivism rates, only 20% of formerly incarcerated committ another crime within two years of release. And there are fewer people going to prison.
Prior to the reforms in the 19190's their recidivist rate was  in the 60% to 70%, they're clearly doing somthing right...
