Got proof that a supposed gas shortage is caused by the exploration ban?
New Zealand has a rapidly declining reserve of natural gas but this is largely because the big finds of past decades which include the Kapuni and Maui fields are now running out and for the past 20 years or so the economics of exploring, drilling and infrastructure development has largely collapsed, together with a world that is increasingly recognising the limited future of fossil fuel use. 

The offshore oil and gas ban had minimal impact on new developments because the decline in these was already well underway when it was implemented. Prospecting licence tenders were going un-bidded on as international oil and gas companies turned their backs on the high economic risks of such activities in our comparatively remote part of the world, for product that is has declining demand and price, and in a region that is renowned for small unreliable geological hydrocarbon reservoirs.
