Using a bit of common sense it seems likely that the tenant responsible may have had various problems which could cause such behaviour, perhape even a mental illness.

And clearly not every last Kainga Ora tenant is behaving in a similar manner. 

As per usual the media made it very clear that its a Kainga Ora property, something they've taken to doing lately which is extremey interesting. I wonder if we can expect them to also name privately owned properties when they have similar problems...? Rolleyes
