Depends on what you want to do, minor touchups , fix spots backgrounds etc. Window has the photo app inbuilt, that can do a lot of alterations, all for free. To get more sometimes its try and see. Open any photo in the Photo App, along the top three Dots ... Then down bottom, click on Edit photos like a pro ( see Picture). The MS store opens, theres several to select from ( Some free). Select any app, then on the page that opens, down the bottom -- people Also View -- Over on the right " See All" A whole lot more open, some free some paid - select what takes your liking. Then again you can always use something like Gimp, its the same sort of program as Photoshop, ( but free) Not the easiest to use but once you get the hang of it its brilliant. Depends on if you want to simply click and auto adjust or actually fiddle piece by piece.
Upgrades = Old bugs replaced with new Bugs.

Found this article, may help and be enough for what you want Edit photos and videos in Windows - Microsoft Support Just a word of advise -- Make backups of any photos before starting. If you alter something and it all turns to custard you wont ruin the original photo.

I use Gimp for complex edits, but IrfanView for more basic challenges, like crop, fine rotate and brightness, etc.
